How do you enter Floating Mountains?

Is there a specific NPC you speak with to obtain access to the Floating Mountains.

Or is there something else that has to be done to gain access?

you're have to, just follow the quests ,
there is no easy shortcut to it.

You unlock it through a quest, then you can go there whenever you want.
