I am lvl 88 balance and I get no quest from pacal for any of the schools I am trying to get my sabertooth and I know that I can not win the battle without them plz help

Like many others, you need to continue your adventures in Grizzleheim and Wintertusk.

You currently have the quest "Board to Death" - complete that and many others in Grizzleheim & Wintertusk and you will unlock more quests for spells.
