BUg doing questin Charred Tower in Zultun Dock

AS part of my quest, I had to go into Charred Tower, defeat boss and minion, and free the Imprisoned Guards. I soloed and killed the boss and minion, Yazarek Dream Prowler, and one Night Weaver, but then when it told me to free the imprisoned Guards, it wouldn't let me.

I am stuck and can not go on with my quest.

please fix bug and tell me how to move on.
