Actually, they are level 72 and level 75 spells. I'm a level 77 Ice, and have only gotten my level 72 so far. That's because I haven't done Avalon quests up to a point where I can get my second spell yet.
The mass prisms (if I'm not mistaken), you don't get until you reach level 80, which are in the Fire Elf Village
