You get the quest from friar nolan, and i dont remember which guy gives the level 75 quest See you In the Spiral!

Have you completed the star and sun spell quest in zafaria?
Go through your spell book and see what the lowest level spell is that missing. Click on the quest link and see what you are missing. You clearly skipped a prequest needed.
I found that if I did not get it I go through my quests and see what I haven't finished and I go finish them. Your level 75 spell quest is for another minion. By the way have you finished crab alley and if not go do it and you will then get that quest. Hope this helps.
