Ice Hound

I have seen the Ice Hound and I want one SO badly, mostly because my wizard, Anna Winterbreeze's school is Ice. I have a brave hound but I would like a pet that matches her school.
What is the easiest way to get an Ice Hound?
And for Lydia Greyrose,ect will Kingsisle release them ever again?
