Increasing starting pips

I have seen high level wizards starting with 2 power pips and a pip. I am currently starting with two power pips and am level 52. How can I start with one more pip?

Your current extra pip comes from your wand. Around level 100 (Polaris? I think), you can start using decks that also give you an extra pip.
