Every event, 8 Beastforms are made playable. It's usually a mix of the original forms as well as a few of the new ones. It also won't make two forms of a certain creature playable at the same time.
When the Beastmoon is up, you can check which of these forms are available by looking at them in the PVP Arena and seeing which ones can be leveled.
