Hello. The Mightier Quill item was given out in a limited time event that is no longer available. There is also no way to transfer gear between wizards. Unfortunately, I do not believe there is any way for you to obtain it.

If someone sells it to the bazaar, you can get it. I unfortunately do not have one, though

I am not 100%, but I think I got one from a Professor s hoard pack. I'll double check next I'm on, but I don't think I still have it.
