Very confused by a faction vendor

I got the "Dunes Warrior" badge for Destru-octor and I went to check out what he could sell me. I was looking through his equipment shop when I saw that, despite not having the "Serpentine Scout" badge, I could buy the Serpentine Magic Carpet. I thought I had to have both the badges to buy it.

Does it work a different way?

There are 6 faction vendors in Mirage
  1. Guillermel (Camel near the Spiral Door in Caravan)
  2. Robin (‘The Hoods’, near the Sultana’s place in Aggrobah)
  3. Captain Kettay (Near the House Purrzian Assailants in Caterwaul Canyon)
  4. Destro-uctor (in Istanboa)
  5. Advisor Francy Fries (in the palace in Rubal Wastes)
  6. Prefect Josapat (in Yakhal Mountain)
Faction Vendors will trade with you after you defeat a certain number of a specific group.

There are Four (4) Badges to earn for Destro-uctor
  1. Serpentine Scout Defeat 50 Calixco Guards
  2. Serpentine Avenger Defeat 100 Calixco Guards
  3. Dunes Warrior Defeat 50 Djinn
  4. Dunes Veteran Defeat 100 Djinn

The badges are set up so that each single one gives you access to something and then the combination gives you access to something else - usually, the apartment.

This is the guide I used when trying to get some tapestries and wall hangings.

In the case you're speaking of (Serpentine carpet mount), you did need to fight 50 Sand Djinn and 50 Calixco guards. Or so the guides say. Hmm. Maybe they've changed it.
