I find that the Storm House is hands-down the MOST frustrating location to attempt fishing. Between the waves and the spray, and the fact that we have to fish from a high cliff, and the sound effects which mask the fishing sounds, even using Charm Fish to bring them to your location only helps some of the time -- it is truly difficult. Without Charm Fish, it is nearly impossible.
Would there be any way at all the game designers could come up with a path down to the water's level and a dock that we could fish from? It would make many, many fishing wizards so happy.
