Hey there, seems like Kara Runewright is a Recipe Vendor who has set up shop in the back left corner of the Wizard City Library, here is the link I used to help me find her.

Ahhh I apologize, since Deckathalon was moved from the Library into the Arena, Kara RuneWright should be there when Deckathalon is active.
