So I'm a level 60 Fire now, but I entered Celestia at a level 52. Then I just recently got the quests for Marleybone Warehouse and Briskbreeze tower at a level 57. Does this mean if I complete the MB warehouse I will have to start Celestia all over? Or is it normal to get these quests at this time? Right now I'm in the Science Center. It's normal to get these quests at the level you are.
It used to be, you had to complete the Marleybone Warehouse to get into Celestia, but KI changed that some time ago (thank goodness). Now, the Warehouse is a side quest, just like Briskbreeze, Tower of the Helephant, and Waterworks.
You will not have to do Celestia again, it used to be a required dungeon in order to gain access to Celestia but that was changed long time ago. Some dungeons only appear once you reach a certain level, like Warehouse, Waterworks etc. It is a good cheater dungeon, you can hold off until you are higher level or do it now, just gather a good team :)
