Question about ice school spells

How come ice school students don't receive a spell form Merle Ambrose for the Tut. Quest and one after completing Marlybone form Merle Ambrose like the other schools even when the quest says they will recive a spell upon completion of those quest.

Ice may not have that but trust me ice school is one of the best I am one level away from getting the collosus card and I am so excited!!
