Question about pips

Why can the "enemy" cast spells with one pip that it takes the player three or four pips to cast? This gives them an unfair advantage and penalized the player. It's frustrating to use four pips, fall back to one and then have to wait again. Meanwhile, the bad guy is casting 3, 4 and 5 pip spells with one pip. Why is that?

Do they have power pips? The bright yellow one thoses are worth to pips for there school. That goes for the same goes for you. What ever school you are if you get a power pip you can cast a lvl four spell with two of these power pips. Hope you have good luck beatting the bosses. :-)
