I'm level 109 and on the quest "Chasing A Shadow" but I still haven't got the raging bull quest? I don't know what I'm doing wrong?
It seems you still have a ways to go before you will get the quest for "Raging Bull" spell.
Here is a link to a list of main quests in Polaris and they are in order. At one point Baba Yaga will give you the quest to talk to Tarrak Hadfield in the Hall of Thaumaturgy. Be patient. Like many of us, you probably did most side quests which will actually make you at a higer level before you get to Spell and Pet quest. Myself, I prefer it that way.
