Tempest doing way less than meteor for 4 pips

As my understanding goes x per pip spells are intended to be better than 4 pip or less spells due to its ability to absolve 5 pips at the start of a fight. However, this is a bit controversial considering the fact that its fairly weaker than most average spell if taking into consideration how each spell works per pip. A fine example is Fire which is the second highest leading school in damage spells Meteor Strike does 345 max cap at 4 pips which is basically 86.25 per pip. Storm on the other hand does 80 per pip which can go as far as 14 pips which makes x damage per pip spell unique,but when place into comparison storm spell in this scenario is weaker than meteor at 4 pip which would put it at 320 damage minimum. A buff is in needed for this spell to be at least 90-100 per pip making it essentially stronger by every aspect as it should be via fire vs storm spells scenario.
