If you try to unlock the new daybreaker or nightbringer spells, the button says Level 131+ only, which means they're impossible to obtain at the moment.

That's intentional. Daybreaker and Nightbringer currently still have a few kinks to be sorted out, so they aren't available right now. A patch should be coming out soon that resolves these issues.
