The core system specs look fantastic, you should be good there. Ensure you have the latest graphics card and system drivers, and that virus scanners or something else isn't getting in the way.

When you say 'lag', how is it lagging exactly?
All drivers updated, ESET Smart Security is my Antivirus.
Lag example:
Battling or pvp'ing and i choose my card timer runs out and never goes to spells
