I'm trying to complete Savarstaad Pass so I can move on to a different area in Grizzleheim (as I read that's what I had to do). I only have the Grizzleheim quests New Fishing Buddy, The Lore of the Runes, and The Yardbirds. Could it be that the quests I need to get to other areas such as Vigrid Roughland are for higher levels? I am only lvl. 23.

Grizzleheim is a parallel world that you do in tandem with the main quest line. You have to be level 25 to get to the Vigrid Roughland, then level 35 to get to Mirkholm Keep. Merle Ambrose will summon you to his office when it's time to return there.
After level 40, you can do Nidavellier and then Ravenscar. Once you finish them, Wintertusk will open up. But, Wintertusk is extremely challenging - I'd suggest waiting until you have your level 48 spell before you try Wintertusk.
