You basically have to complete Mirage first. The quest called "History of the Cabal" must be completed for the fire scholar to contact you.
Not true. My fire teacher never contacted me at level 118. I went back to him after completeing the quest to get the Arcanum dorm/office room then he had the spell for me. So try that first. Good luck!
