Did not get Celestia quest

I did not get my Celestia quest when I talked to Merle Ambrose after I defeated Malistaire..?

What level are you? You have to be level 45 to receive the quest for Celestia. IF you are double check your quest and go back to ambrose. If it still isn't there. I would seek Staff help. I hope this helps.
