When Kara Runewright is in the Wizard City Library, you see what she normally offers (ex: Transmutation Recipes, etc.).
The Wiki page for Kara Runewright explains that during the Deckathalon Events, she leaves the Library and appears at various Stages of the Events:
" ... When Deckathalon events take place, she temporarily leaves the library and will appear on the final of floor of the Deckathalon Tower's various Stages after Wizards defeat the final Creature, offering Recipes that are exclusive to the specific Stage and event. ..."
