You have to be level 30+.

Cyrus Drake will give you the quest.

THere are other quests lik if ur lvl 70 or 90 u get called back

Notice : if u go by ur self ul lose i went with 4 other people one lvl 45 myself (im level 43) one lvl 35 and one lvl 79

More specifically, it's a special and separate realm that you get to by way of Cyclops Lane. In the park next to the creek, there is a chariot that will become active after you reach level 30 and receive a quest from Cyrus Drake (Myth school professor). The Chariot of Aethon will take you to Aquila when you're ready.
