New Balance spell at level 18 right?

Where do I get my new balance spell from? I did grandfather spider I thought that would be it. hmmmm
Off to finish side quests, but any help would be sweet!!

Your mention of Grandfather Spider makes me think you meant level 108. You need to do a few relatively easy side quests. Talk to Tarrak Hadfield (Ice instructor in the Arcanum) to get Sundering of Land and Sky. Here's a list of all Polaris quests for reference:

like before, you have to follow quests, through efrem place, so you are more likely to be about half way thru level 119 before you get.
