Any active membership will suffice. The requirement on it being a yearly membership was lifted a while ago, unless things have been changed again.
You can always email support asking about the specifics of how to go about it, however to make 100% sure if you are unsure about something.

as far as i was told in an email when i asked them the requirements you must meet to transfer characters is
1. Account b has to have at least month membership
2. Both accounts must be in a family account
side note: you can only transfer a single wizard to one account you can not trade it back once it is moved that and there has to be room so they can transfer one over, one other thing they dont transfer crowns or membership
