I haven't come across any other side quests apart from the Raven's Edicts quest either.

The first real side quests start in the Aero Plains and Nimbus Citadel

I can confirm that there are indeed other quests outside of Raven's Edicts (on test I had about 4 pages filled), it's just my quest finder constantly points towards "Talk to Bartleby Husk Empyrea."
