You have to be level 84, have completed all previous Star and Sun trainer quests, and also have progressed through the Azteca storyline to a certain point (meet King Axaya).
Can someone explain to me how to get sleet storm idk if I have to do quest before I can do the quest but I am higher than level 84 now
You don't need to have learned any specific spell already to be able to obtain this but you do have to have activated the star school trainers in order. You've likely done some of the side quests except the last one but I'll put them in reverse order and hopefully you will only be one or two quests from the top and can ignore the ones below it

Across The Universe (given by Pacal Redmask in The Zocalo)
Midnight Sun (given by Koko Smokesign in Drum Jungle)
Bungle In The Jungle (given by Inyanga Whitestripes in Baobab Crossroads)
