To obtain Extract Gobbler, you need to talk to her in Colossus Bolevard. She is located right by the entrance from the Shopping District. All the creatures extractable with Gobbler are located in Colossus Bolevard, apart from five identical-looking Gobblers in Caterwaul Canyons and the Thieves Den in Mirage. I hope this helps!
