I'm trying to complete the quest "lore from a stone", and I believe the stone for Hrundle Fjord is in the spot where Thulkir is. However, the sigil isn't lit up for the cave. How do I unlock it?

You need to get the side quest 'Just Trolling' from Vanir Stormroarer in Vanir's Hall, Hrundle Fjord. This will open up the sigil for you to defeat Thulkir
