headmaster staffs

I thought the headmaster staffs came with a may cast spell... but none of the ones I got have that. Are there more than one kind of headmaster staffs?

I think the ones below level 100 don't come with the may cast spell unfortunately. I could be wrong.

Maybe it is biased on level? I own all of them and they are level 110 and have the may cast spells (though I haven't used them)

What level was the wizard opening the packs? It might be that only staffs of a certain level give maycast spells.

The gear you get from packs scales with the level of your wizard, and your wizard is too low leveled to get the staffs with the may cast abilities.

i got the may cast spells last two packs and my wizard was lower then, so that's kind of a bummer.
