Has anyone else noticed that when the professor sends us back to help young Falmea actually become a Fire Wizard that her portrait as a professor is already hanging in the Fire School tower?

No, never noticed.
But I'm not that observant.

ALSO,this may be the fact that KingsIsle decided to use the exact same Fire School model as the one we have, in which case they forgot to change the portrait.

Average Moe has a post exactly like that! So, you're not the only one to notice it. I guess Ki decided to use the present Fire Tower for the past
