When I heal myself does that count towards outgoing or incoming heal?

Both Incoming and Outgoing are used whenever you heal yourself. Outgoing is for when you heal anyone, which you are doing. Incoming is for when you get healed, which is also what is happening.

both because you cast it, it is outgoing and because you receive it that is incoming.
