Yes, I've done all the quests in Hyde Park. Even most of the side quests. Not sure what's wrong but it sure is frustrating. I've opened a ticket but if someone has a suggestion, I'd love to hear it.

To go to Chelsea Court, you just need to finish all of the "Story Quests" (Main Quests). Maybe this link to the Marleybone Quest Tree will help:
If you scroll down on that link to the Hyde Park Story Quests, you will see the list, The last Main Quest in Hyde Park is "Open Says Me". Do you still have that Quest in your Log Book?
When that Quest is complete, it leads to "Out of Control", which takes you to Chelsea Court. Do you have that Quest in your Log Book?
Also, on that link to the Quest Tree, you can click on the "Quest Names" and it will show you the details (like, 'who gives the Quest', requirements / pre-quests, and what Quest it leads to.)
