Okay all my toons (4 of them) got the icon in to go see Harold Argleston in the Library at Wizard City in order to start the Missing Pages Quest. Now my balance toon is level 51 (and my highest) he goes but does not get the or over Harold to start the quest.
My Storm, Myth and Fire all get the start and they are lower.
If you've already completed the quest previously, you won't be able to complete it again; however, you can fight the bosses from the event still to earn their rewards.
To check the status of your quest, you can always contact Customer Support.
