I cannot get the quest to unlock Barley!

I am level 98 and have completed eclipse tower but I still can not get the Barley quest! I have checked with Zaltanna for it and checked every NPC involved in the quest line and I still did not get the quest. This is becoming extreamly frustrating and I need some help.

You have to be a certain gardening level to get it, I forget I think it is level 15. If that is not it, did you do the gardening quest in avalon?

Check the Wiki, it should have all the pre-requistes listed.
