Specific Clothing Question - Where to get?

There's a specific helm/cover that I see, and I cannot figure out where it comes from. It has the shape of the arcane cover (in the bazaar) but shows no face and instead colored eyes, like glowing. Looks like the spectre pet's eyes.

Any idea on where/how to get it would be appreciated!

That's one of the Darkwraith hats from the Nightmare hoard pack only available during the Halloween event. It'll be back next year!

Sounds like the level 100 Malistaire gear from Darkmoor.

I think you're either talking about one of the hats from the nightmare pack, or one of exalted Malistaire's hat drops. The nightmare pack hat can only be obtained during October in the Nightmare Pack and the Malistaire hats only drop from Malistaire in castle darkmoor, which requires level 100 to enter.
