If they don't teach magic in Marleybone, why do all the bad guys know spells?

This is how I think of it:
The Marleybone us wizards can go in is the capital of the entire world of Marleybone, so the one us wizards are on would be called Marleybone City, similar to Mexico City and Mexico. They don't teach magic in Marleybone city, but they might teach magic on a small island in the Marleybone world. I hope this makes sense.
They don't 'teach' magic anywhere but Wizard City. It is a magical spiral you know... ALL worlds use spells yet only Wizard City has classes.
As for Marleybone itself, it's based on an actual place in England...
They teach magic in MooShu, Krokotopia, Dragonspyre, and obviously Wysteria. Grizzleheim has a different type of magic. But still, characters like Spike the Crusher imply that they are not wizards, yet they cast spells.
