Can anyone tell me where to find Giant Homunculus tower in the drake hatchery? If quest where or who do you get from?

To get to his tower, you must pick up a side quest that starts with Sunbrand in The Drake Hatchery. This link shows where to find Sunbrand, and it also shows the Giant Homunculus Tower too:
