im getting scared and mad when i got to level 28 on my wizard alhazred sent me a chat thing telling me to come to him so i could get my judgement spell i went to him but there was no quest bubble above him... i never got to get judgement then when i was level 38 alhazred to come to him for a new spell i did that also but he didnt give me any quest to get it im scared to move on cause im scared to lose spell quests... please help!
well, idk what to tell you cause my balance is still level 20 but I would look up the spells and look up the quest line for them and you'll probably see what quest you have to do to get the spell quests from him

Your balance spells are below. There are prequests for each... make sure you have done them.
