Ottomo Courier in Hamestu Village in Mooshu

I am in Hametsu Village and my task is to get the attack orders from the Ottomo Courier, but when I go there I can't find the courier. Where is he?

That guy is pretty quick. He is running around in the area that shows him on the map from Northlite's post. If you go to that area on the map, and just stay in one place, you will see him come running by...
