To enter the Throne Room, which is the set of double doors next to Bjorn in Northguard, you need to get the quest - The King and I. You get this quest when you reach Level 40.

This link shows all of the quests in Grizzleheim (Main, Side, Crafting, etc.), and it also shows the requirement levels for each area:

Continue to follow the storyline in Grizzleheim and you will eventually get access to the Throne Room.
