Okay, so I was in the ironworks with a few friends. Well I got caught in the dungeon and finished the battle. While I was in the battle, my friends completed the dungeon and killed the boss. It says I Still have to complete the dungeon. Well the boss isn't there so I took a break for a few hours and came back and it still wont let me complete it.
If you have a quest that says you must defeat something (I'm not talking about dungeon only quests), and you're not in the battle when it's defeated, you will not get credit. Since your friends defeated Pops O'Leary without you in the battle, you'll have to complete the entire dungeon over again in order for him to reappear.
