Low level jewel from a high level crafting recipe?

I've been trying to craft some random lvl 95+ storm jewels and i ended up with a lvl 75+ storm jewel.

Is this intended?

Or is it a glitch?

I thought that I would only end up with a random 95+ storm jewel, since its a 95+ jewel recipe.

Please answer this question for me soon, as it will determine whether or not i continue crafting jewels.

Hi, I'm following a poll that examines whether people approve of the intention/explanation for "random range" crafting recipes. I think a KI representative should probably look at this and inform the developers.
