Floating Cat Tail Reagent?

So I was on my way finishing up side quests in Mooshu and I stumble upon this. It is in Kishibe Village near the two bridges you need to cross to get to the other side. Is this a bug that needs to be fixed? I can't grab the Cat Tail as well.
