Critical and Critical Block System

Hey, I am a lvl 49 wiz and I've finished Dragonspyre and starting Ravenscar in Grizzlehiem. I have the general idea of how the crit and crit block works. So basically, is critting just double the damage of the spell? Also, the amount of crit you have, is that viewed as a percentage of how often you will crit or something else? And the blocking does it just reduce the amount of damage the crit is doing?

Help please.
