Just wondering, a lot of times in practice pvp I haven't selected a spell yet and I still have a good bit of time left (say around 10 seconds) and it forces me to pass. Why is this? It is very annoying as because of this at times I feel rushed to make a decision.

You must have a very slow connection and your opponent has a very quick internet connection. Its just how the game evens it out. Even though its not even since they still have their 30 seconds.
