I'm just wondering, when do you unlock MarleyBone? What level/quest? Please tell me. -Kenneth CrowRider

Level doesn't matter. You must follow the Main Quest Storyline, and then it will lead you to Marleybone. This link shows all of the quests (Main, Side, Crafting, etc.) in Krokotopia:

The last main area is The Temple of Storms. When you finish that area, you will be sent to Marleybone.

Marleybone is available when earned by doing all main storyline quests in Krok. Level doesn't matter...
