If i dont find the stray cat while doing the main quest do i need to do the quest over again to get the cat. I completed the bigben quest and when i went to find the stray cat it had me redo the big ben quest.

You will have to redo up to the floor the cat is on unfortunately or the doors going up will not open for you.
