Wysteria is accessible at level 25. Merle used to call us to him when you reach that level. He doesn't seem to do that anymore.
Grizzleheim, as stated when you did the first quest at level 4 or so, is accessible at level 20.
You know how winter tusk and grizzlhiem are side areas where you can get extra exp and good gear? Westeria is sort of like that, you can get decent level 25 gear, extra exp, good money and improvement of your overall skill because of the hard difficulty for level 25s, but westeria is optional, I chose to do it and I thought it was fun, but it is your choice,
